UPDATES: July 2021 Civil Service Exam CSE-PPT Schedule, Application, Requirements

MANILA, Philippines – The Civil Service Commission (CSC) announced the schedule of the Civil Service Exam – Pen and Paper Test (CSE-PPT) for the Year 2021 at Regions VI, VII, IX, XII, and BARMM through Examination Announcement No. 01 series of 2021. The 2021 CSE for these regions will be held on July 18, 2021.

CSC said that the testing centers in the aforementioned locations may be subject to change in light of the emerging and evolving COVID-19 situation.

Here is the detailed schedule and deadline of application for July 2021 Civil Service Exam (Professional and Subprofessional levels), courtesy of CSC.

Update as of May 14, 2021: CSC Region IX has postponed the schedule of CSE on July 18, 2021 due to said “uncertainties” in health situation. To quote from their FB page:

Examination Advisory | In view of the uncertainties in the current health situation in Region IX, the CSC Regional Office IX shall NOT conduct the Career Service Examination-Pen and Paper Test (CSE-PPT) on 18 July 2021.

The application will be on First Come, First Serve basis. Civil Service Commission (CSC) said that applications may close earlier than the deadline if the Regional Offices or the Field Offices have already reached the target number of applicants.

When is the schedule of Civil Service Exam 2021 for NCR, Region 4 and other regions?

CSC is yet to announce the schedule of Civil Service Exams for the National Capital Region (NCR)/ Metro Manila, Region 4 (Calabarzon/ MIMAROPA) and other regions not included above. Stand by here for updates.

Qualifications for taking the Civil Service Exam

The Civil Service Examination is open to all Filipinos who want to be eligible and work at local government positions.

CSE-PPT for both professional and subprofessional levels is an eligibility test to gauge the examinees’ preparedness in working with the government. Here are the specific qualifications posted by CSC:

  1. Must be Filipino citizen;
  2. Must be of good moral character;
  3. Must have not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs;
  4. Must have not been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government; 
  5. Must be at least 18 years of age on the date of filing of application.
  6. Must have not taken the same level of Career Service Examination, regardless of mode, within the last three (3) months before the date of examination.

Take note of the following additional reminders

  • Approval of applications may be recalled any time upon discovery of applicant’s disqualification, for which the examination fees paid shall be forfeited.
  • Applicants holding dual citizenship under R.A. 9225 may apply for and take the examination upon presentation of original and photocopy of Certification of Retention/Reacquisition of Philippine Citizenship from the Bureau of Immigration, and meeting of all the other admission and application requirements for the examination.
  • Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and under existing Civil Service Law and Rules.

Application Requirements

  1. APPLICATION FORM: Fully accomplished application form (CS Form No. 100, Revised 2016). Download the form here. The ‘Signature’ and the ‘Right Thumb mark’ as per CSC shall be left blank as this will be accomplished in the presence of CSC representative/ processor. 
  2. ID PICTURES: Four (4) pieces of ID photos printed in good quality photo paper, Passport size, colored with white background, with handwritten name tag showing the signature over printed full  name format. In the photo studio, just tell that the photo is to be used for Civil Service application, they already know the specifications. Meanwhile, here are the detailed specifications:
    • Taken within the last three (3) months prior to filing of application
    • Philippine passport picture size (4.5 cm x 3.5 cm or 1.78” x 1.38”)
    • Colored, with white background and printed on good quality photo paper
    • Must be in standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm. below the chin)
    • Must be in bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features (facial features not computer enhanced)
    • Must show the left and right ears
    • Must be taken in full-face view directly facing the camera, with neutral facial expression and both eyes open
    • Must have handwritten (not computer-generated) name tag legibly showing signature over printed full name in the format: First Name, Middle Initial, Last Name, and Extension Name, if any
  3. VALID ID with clear picture and Date of Birth and signature: Original and photocopy of any of the following: Driver’s license, PRC License ID, SSS ID, GSIS ID, Voter’s ID, BIR ID, Philhealth ID, Postal ID, Current company ID, Current School ID, Police Clearance, Barangay ID.
  4. NSO BIRTH CERTIFICATE: if the ID of the applicant doesn’t contain the birth date, he/she shall bring the authenticated birth certificate. 
    • For applicants without date of birth in their I.D. card/s, original and photocopy of Birth Certificate issued by the Philippine Statistics Authority (formerly National Statistics Office) or the Local Civil Registry printed on Security Paper (SecPa).
    • For applicants holding dual citizenship under R.A. 9225, original and photocopy of Certification of Retention/Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration.
  5. EXAMINATION FEE: 500 pesos

Health Declaration Form

In view of the COVID-19, situation, all examinees are required to accomplish and submit a Health Declaration Form. The said form will be posted at CSC website. The temperature field will be filled out before entering the testing venue.

Online Notice of School Assignment (ONSA)

The room assignments for the July 2021 Civil Service Exam will be posted by CSC through the Online Notice of School Assignment page.

In cases that the name is not available in ONSA, applicants may verify directly at the Regional/Field office concerned.

Bar/ Board/ Honor Graduates CSC Eligibilities

Bar examination passers given by the Supreme Court of the Philippines are automatically granted with Civil Service Eligibility.

Board Exam passers given by the Professional Regulation Commission (PRC) are also automatically granted with CSC eligibility under Republic Act No. 1080.

Honor Graduates may opt not to apply also since they are already eligible and may be granted with Honor Graduate Eligibility under P.D. 907.

Though the following are already CSC eligibles, they can always opt to take CSE if they like.

Examination Coverage

The July 2021CSE-PPT both for Professional and Subprofessional levels covered the following topics:

Professional Level (Prof) – In English and Filipino

  • Numerical Ability (Basic Operations; Word Problems)
  • Analytical Ability (Word Association – identifying assumptions and conclusions; Logic; Data Interpretation)
  • Verbal Ability (Grammar and Correct Usage; Vocabulary; Paragraph Organization; Reading Comprehension)

SubProfessional Level (SubProf) – In English and Filipino

  • Numerical Ability (Basic Operations; Word Problems)
  • Clerical Ability (Filing; Spelling)
  • Verbal Ability (Grammar and Correct Usage; Vocabulary; Paragraph Organization; Reading Comprehension)

The general information items on the following: Philippine Constitution; Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713); Peace and Human Rights Issues and Concepts; and Environment Management and Protection are also included for both professional and sub-professional exams.

Number of Exam Items/ Time/ Passing Grade

For Professional level, 170 items in a 3 hours and 10 minutes time will be given while 165 items in a 2 hours and 40 minutes time for Sub-Professional level. The applicant is advised by the Commission to come at the examination center one hour before the test proper.

The examinee shall obtain 80.00% general rating to pass the examination.

Release of Results

CSC is releasing the official list of passers for all regions in the 2020 Civil Service Exam Exam (CSC-PPT) within 45 days after the exams.

For the July 2021 CSE, CSC said that the target release of results will be on September 1, 2021.

CSC advised examinees to directly coordinate with CSC Regional Office for other concerns like verification of examinee number, and other examination result related matters.

In March 2019March 2018 and August 2018 Civil Service Exams, results were released after 60 days while during April 2016, October 2016March 2017 and August 2017 Civil Service Exams, the results were out within forty one (41) days.

Professional and Subprofessional Eligibility

Career Service Professional Eligibility is the second appropriate level for both first and second level government positions that do not involve practice of profession and are not covered by other laws.

Meanwhile, Sub-Professional Eligibility is only appropriate for the first level government positions that do not involve practice of profession and are not covered by the other laws.

The CSE-PPT examination aims to establish a Register of Eligibles (RoE) from which certification and appointment to first and second level positions in the civil service, except those involving practice of profession and/or are covered by special laws, shall be made, provided the eligibles meet the qualifications and other requirements of the positions.

    Mam/sir, sa CSC office tanong kulang po Kung Anu Ang dapat Kung gagawin kc nakapag file po ako Ng CSC exam sa region 8 tacloban noong march 2020 at Hindi po natuloy , ngayon ay Nan dito po ako sa maynila pwede po ba akong mag exam dito po ipaoakita ku Lang po ang recibo ko na nakapag file ako at mag e exam PO ako noong 2020.
